  I created the list now.  To subscribe, send mail to
minimalist%giga.or.at@localhost with the subject

        subscribe libzip-changes <your-email-address>

  The list is read-only, with reply-to set to libzip-discuss.  Please
let me know if it works, so I can announce it on the web page.
