Even the last release should work smoothly using CMake. That's what I
used for my tests. In the php binding we have some tweaks to use other
APIs. But as far as I remember the implementation in the libzip built
well on windows (using vc6 or 9).

Let me know if you meet issues, I can give a hand to fix them.
